Two CCA Bills Passed by Legislature -- Await Governor's Signature

Assembly bill 621 (insurance equity) and Senate bill 1165 (HMO/anti-discrimination) have successfully been negotiated through the torturous, Sacramento legislative labyrinth. The fate of the two bills now lies under the pen of Governor Pete Wilson. He has 30 days to sign or veto the legislation.

AB 621, sponsored by Assemblyman Tom Bane, would "prohibit a disability insurer from imposing any condition or limitation on the number of visits or on total payments for any services covered by a disability insurance policy unless the same condition or limitation is imposed with respect to all of specified licentiates authorized to perform those services."

SB 1165, sponsored by Senator Ed Davis, mandates that a health care service plan (an HMO) that provides one or more chiropractic services, "shall not refuse to give reasonable consideration to affiliation with chiropractors for provision of services solely on the basis that they are chiropractors."

California Board of Examiners Schedules Hearing

A hearing has been scheduled for proposed action on Section 317(u), Title 16 of the California Code of Regulations.

Amendments to Section 317(u) will clarify "No Out of Pocket Expense" (NOOPE) and define the manner in which it my be used.

The hearing will be held October 17, at 3:00 p.m. at:
