Governor Signs Bill to Fund Calif. Chiropractic Board
California Governor Arnold Schwarzenegger recently signed Assembly Bill 450, introduced by Assemblyman Bill Emmerson (R-Redlands), which restores funding to the state Board of Chiropractic Examiners (BCE).The new law allows the BCE to spend the roughly $1.5 million it appropriates annually, provided the following conditions are met:
- The BCE must continue the existing contract for services with the Department of Consumer Affairs through June 30, 2008.
These services include but are not limited to legal counsel and personnel administration services.
- The BCE must utilize legal counsel pursuant to current law requiring state agencies obtain written consent from the Attorney General prior to employment of legal counsel.
The bill states, "Existing law, the Chiropractic Act, enacted by initiative, provides for the licensing and regulation of chiropractors by the State Board of Chiropractic Examiners. The Budget Act of 2007 appropriated specified amounts from the State Board of Chiropractic Examiners' Fund to the board.
"This bill would appropriate $1,542,000 from the State Board of Chiropractic Examiners' Fund, in augmentation of the appropriation to the board in the Budget Act of 2007, which may be expended if specified conditions are met, and would declare the Legislature's intent that protection of the public is the highest priority of the board. This bill would declare that it is to take effect immediately as a statute providing for the usual current expenses of the state."
The BCE has had its share of controversy over the past year and on March 25, 2008, state Auditor Elaine Howle, released a report that found members of the BCE violated laws and took other inappropriate actions. BCE Executive Director Brian Stiger said the money allows the board to move ahead with the reforms suggested in the audit.
AECC Building New Teaching Clinic
Construction has begun on a new teaching clinic for the Anglo-European College of Chiropractic, located in Bournemouth, U.K. The building is scheduled to be ready by Dec. 2008 and hopes to begin accepting patients in Jan. 2009.
"The existing clinic accommodates around 1,000 patients per week and with the new clinic in place, we hope to radically increase what we do," said AECC Principal Kenneth Vall. "To lead this process, we have appointed a new Director of Clinic, Dr. Zano Tyrannis. "Dr. Tyrannis has both chiropractic and business experience and we are very pleased to announce his appointment. Fundraising for the new clinic is now taking place in earnest and we are delighted with the response from the profession."
